Arnold Kogan


Arnie is Of Counsel to Goldberg Katzman, P.C., a Harrisburg law firm.  He practices in the real estate, business entities and tax areas and is a licensed Pennsylvania real estate broker.  Arnie has served as the Chair of the Pennsylvania Bar Association’s Section of Real Property, Probate and Trust Law. As an active participant and a leader of that Section Arnie led the Section’s effort in the modernization of land records and laws relating to them.  As a volunteer on behalf of the Section and the PBA he worked with PAMAGIC on the drafting and the enactment of Act 178 of 2014 to establish the Pennsylvania State Geo-Spatial Coordinating Board.   He is also the principal draftsman of the Pennsylvania Uniform Parcel Identifier Law (Act 4 of 1988), sponsored by the PBA, that assigns a unique number to parcel that is affixed to documents recorded in the county Office of the Recorder of Deeds that facilitates the link between that office’s and the tax assessor’s records in counties throughout the Commonwealth. Arnie also led the efforts of the PBA and the Section in the enactment of the Pennsylvania version of the Uniform Electronic Recording Act (Act 100 of 2012).
Arnie is a graduate of Dickinson College with a degree in Economics and Mathematics and has his law degree from the Dickinson School of Law
